OBTAINING A BTI TECHNICAL PASSPORT
A technical passport is a full-fledged document that includes several sections. It includes a floor plan and an explanation for it. The archive (inventory) number, information about the copyright holder, technical description of the house (building) in which the residential or non-residential premises are located, information about the improvement of the house are also indicated. The passport is issued by the BTI authorities at the request of persons who have the authority of the owner or representative under a notarized power of attorney. To obtain an official BTI passport, an important condition is necessary - the apartment must be registered with the BTI. This means that the premises must be inventoried and archived. If the apartment registered in the Unified State Register is not in the BTI archive, its initial registration should be carried out in the BTI register. This is a common practice with apartment buildings built after 2012. Such premises are registered in the cadastral register on the basis of a technical plan prepared by a cadastral engineer. Thus, the layout from the technical plan is recognized as a legal plan, and its data is the basis for inclusion in the BTI archive. Where and how to see the layout of the apartment?
There may be several reasons why you suddenly need to look at the layout of your apartment.
- you have decided to do a major renovation and are unsure which of the walls are load-bearing and which are undesirable to touch;
- You are just about to buy a home, and you are naturally interested in the layout;

In general, the decision has been made, all that remains is to find the layout. It’s good when the apartment is already your property, then the documents for it are accompanied by a technical passport, which contains a page with full characteristics, taking into account the usable and total area, and the layout of rooms and office premises.
Even if your house is multi-story, you are provided with a plan of your apartment with features of access to the external walls, all fixed windows, doors, partitions, loggias and their exact dimensions. But there may not be alterations on the plan, then you should urgently clarify whether they will affect your ownership of the apartment.

Definitions and background information
When the construction of a residential building is completed, a primary inventory is carried out. The purpose of the survey is to calculate the areas of internal premises. Dimensions are established based on actual measurements, and design documentation is not used.
Objects are also subject to inventory registration after redevelopment and upon registration with the justice authorities. The work is carried out by one of the organizations: BTI or Rostekhinventarizatsiya.
During the initial inventory, you cannot do without a visit from a BTI technician.

The BTI forms an inventory file of a residential property and assigns a register number. The document is stored in the office until the building is dismantled.
A floor plan is one of the sections of the technical passport, a graphic representation of apartments located at a given level. The drawing shows the markings of openings, communications and walls.
The document accompanies all real estate transactions:

- Notarial actions: deed of gift, inheritance and will;

Technical plan requirements
General requirements for the technical plan of a residential building and other objects are contained in legislative acts (Article 24 of Law No. 218; Order No. 953 of the Ministry of Economic Development).
The descriptive part is a mandatory section of the technical plan for any house: whether it is located on a plot of land for individual housing construction, on SNT lands, or is it an apartment in a high-rise building. The text is compiled on the basis of the owner’s documents, as well as measurements of the cadastral engineer involved in the implementation of the plan.
The nature of the object determines what is included in the text part of the technical plan. For an apartment/premises, the following information is entered in this section:
- Full name of the customer/owner;
- information on the property: address, location, dimensions, what it is used for;

The grafical part
After measurements on the ground made by a cadastral engineer and surveyor, a graphical part of the technical plan is drawn up:
- geodetic survey data of the land plot;
- construction plan on the site; its location in relation to other objects;
- outlines of the building with numbered turning points;
- floor drawings, arrangement of premises;
Drawings are made in a unified state coordinate system. The land plot and the building on it receive clear boundaries on the public cadastral map.
It is necessary to provide a document to Rosreestr on an electronic medium, certified by the electronic signature of a cadastral engineer - it is he who is responsible for the truth of the technical information. The customer can receive the version on paper.
Technical plan and technical passport: similarities and differences
Until 2013, the main document for registering real estate was a technical passport. Its production was carried out exclusively by BTI specialists. It contained technical information:
- description of the object’s design, year of construction, number of floors;
- area of premises, presence of balconies;
- foundation and floor materials;
- number of windows, doors, height of rooms:
- description of communications.
The technical passport was supplemented with a situational plan - a drawing of the land plot in relation to neighboring objects.
The coordinates of the site and the building allow the object to be recorded on the cadastral map of Rosreestr. All other technical information is identical to the information in the technical passport.

Technical plan for a garden house
A cadastral engineer performs similar work for the technical plan for a garden house. However, there are nuances that distinguish the technical plan of a residential building from a similar document drawn up for a house in SNT.
The main feature in the requirements for the technical plan for a garden house is related to the so-called “dacha amnesty”. Until March 2021, registration of dachas is carried out according to a simplified program: it does NOT require notification of the administration about the compliance of the building with legal requirements.
