Not everyone has the desire or ability to delay construction for several years. Moreover, there is no need for a long time. There are several rapid construction technologies. The leaders are frames. Types of external cladding of sandwich panels

Regarding exterior decoration
The question is very relevant. I can only say one thing. Finishing, both external and internal, is a completely separate topic. To build 4 walls with a roof is the simplest and cheapest thing. Here (in the Moscow region), as a rule, a house is erected in just a couple of weeks. Well, maybe in a month, and then three to five years in the finishing stage. Regarding the question - would it be cheaper to build a house from foam blocks - I don’t know. To answer, you need to draw up an estimate. After compiling it, there may be surprises.
